Abstract. In the context that the government budget confronts many challenges in balancing its budget while the budget deficit gradually increases and the trend of public debt gets closer to the ceiling of 65% of GDP, it is necessary to tighten the management of expenditure. Another main problem is to pay attention to the efficiency of state budget spending in general and science and technology in particular, especially whether a product of science and technology brings back economic efficiency and social benefits. This paper analyses and evaluates relevant empirical data at the Department of Science and Technology of Ho Chi Minh City and proposes the groups of recommendations to tackle some problems in the current expenditure, when Ho Chi Minh City implements the autonomy mechanism under Resolution No.54 / 2017 / QH14 Hanoi, November 24, 2017.
