FACTORS AFFECTING THE EFFICIENCY OF FINANCIAL AUTONOMY OF HEALTH PUBLIC NON-BUSINESS UNITS IN HO CHI MINH CITY

Abstract
The purpose of the article is to detect, analyze and measure the impact of factors on the financial autonomy effectiveness on health public non-business units in Ho Chi Minh City. The study uses a combination of qualitative research methods and quantitative research methods, survey data was collected from 303 subjects of health public non-business units in Ho Chi Minh City. Through the testing methods: Descriptive statistics, Bartlett, KMO, test the variance of extraction, analysis of discovery factors EFA. Research result shows that there are 6 factors affecting financial performance, they are purchasing investment control, financial control, human resource control, management control, enhancement and human resource’s education. The study provide science-based documentation to support the health public non-business units in implementing autonomy mechanisms and policy implications in order to improve the financial autonomy mechanism for the health public non-business units in current period.
