Abstract

According to recent studies, the Vietnamese education has been changed in methods, contents and training simulation due to the pressure from intergration and the industry 4.0 revolution. In order to improve the competitive advantages, higher education institutions must seize the opportunities in time, clearly identify the Vision - Mission - Goals and translate them into concrete action targets to meet requirements of innovation. To fulfil this mission, the managements need to always catch up the operations, improve management efficiency and have the appropriate policies to develop their institutions. According to Langfied-Smith et al.,(2018) the implementation of the Subtainability Balanced Scorecard (SBSC) model can not only help to address the above requirements by assessing performance based on measurement of  financial factors as well as non-financial factors (such as the quality of training services, needs of learners ...) but also include the elements of sustainable development from mission, strategic goals into the specific action plans. It helps to control more easily in order to improve competitive advantage. The research team used qualitative research methods, basing on secondary data sources from relevant researches in the world and Vietnam, the relevant documents collected at Industrial University of Ho Chi Minh City about their vision, mission, core values, strategy etc... during period 2020 - 2025. Besides, we conduct in-depth interviews with some key leaders and experts related to the promulgation and implementation of policies. And then we will have built a set of suitable quantitatve performance indicators for SBSC at Industrial University of Ho Chi Minh City for annual evaluation.
